Russ Rabb, Culpeper County Commonwealth’s Attorney
Russ Rabb is the Commonwealth's Attorney for Culpeper County. He graduated from James Madison University with a B.A. in English, and Appalachian School of Law with a Juris Doctorate. Since 2006, Mr. Rabb has served as a prosecutor in Fauquier and Culpeper counties. During his career, he has tried numerous jury and bench trials for offenses ranging from misdemeanors to murder and sexual assault. He handles cases in General District Court, the Juvenile and Domestic Relations District Court, and the Circuit Court. He has also previously served as a Special Assistant United States Attorney for the Western District of Virginia.
Mr. Rabb currently serves on the Boards of the District Nine Virginia Alcohol and Safety Action Program, Fauquier Health, and Grymes Memorial School in Orange, Virginia. He previously served as an elder with the Culpeper Presbyterian Church. He and his wife, Elizabeth, are proud to call Culpeper County their home, where they reside with their two children and two dogs.

Peyton A. Devine, Assistant Commonwealth's Attorney
Peyton Devine graduated North Carolina Central University School of Law in 2015. She then clerked for the Honorable Lon E. Farris in Prince William County. She subsequently joined a private law firm in Northern Virginia, handling both civil and criminal matters, then began prosecuting in 2019 as an Assistant Commonwealth's Attorney for Prince William County. Peyton moved to the Culpeper area in 2021, and joined the Culpeper Commonwealth Attorney's Office in 2023.
Cynthia C. Edwards, Assistant Commonwealth's Attorney
Cynthia C. Edwards returns to the Culpeper Commonwealth Attorney's office with more than 25 years of experience in private practice, primarily spent serving families and youth of the area. After graduating from Virginia tech in 1985 and the West Virginia School of Law in 1989, she was admitted to both the Virginia and West Virginia bars. After clerking for the West Virginia Supreme Court, and subsequently working for an insurance defense firm in Charleston, WV, she and her husband returned to Culpeper where she joined and later became a partner with Davies, Barrell, Will, Lewellyn & Edwards, PC. Her general practice quickly gravitated toward focusing primarily on Family Law. Cindy took a short break from the law to focus on family. She also coached the Riverbend High School girls' tennis team to multiple state playoffs. Upon returning to the practice of law, she served as legal counsel for various local DSS departments as well as serving as Guardian ad Litem for local courts. She is happy to now return to serving the families and youth of Culpeper from her position in the CA's office, with a focus on juvenile law and domestic violence.
