What is CSA?
The Comprehensive Services Act (CSA) for at-risk and troubled youth and their families is a law enacted in 1993 that establishes a single state pool of funds to purchase services for at-risk youth and their families. The state funds, combined with local community funds, are managed by local interagency teams who plan and oversee services to youth.
Mission Statement
The mission of the State for CSA is to create a collaborative system of services and funding that is child-centered, family-focused and community-based when addressing the strengths and needs of troubled and at-risk youth and their families in the Commonwealth. Our Local Mission is to effectively use our local community resources to improve the quality of the life for children and their families by:
- Developing a system of care which is child-centered, family-focused, community based and culturally competent.
- Empowering families through a system of care which recognizes and supports family strengths and promotes partnerships with families, leading to self-sufficiency.
- Ensuring that the system of care assesses needs and provides services through proactive innovation and community coordination.
Administration of the CSA
The State Executive Council (SEC) is the supervisory body responsible for the establishment of programmatic and fiscal policies that support the purposes of the CSA. The Office of Comprehensive Services (OCS) is the administrative entity responsible for implementation of the decisions of the SEC. The Culpeper Youth Network office is the Local point of contact for the Culpeper County CSA.

Every reasonable effort should be made to support and enhance healthy family functioning through coordinated community resources. We are committed to protecting the welfare of children, preserving families and providing services in the least restrictive environment while maintaining public safety.
